- This study aims to design and develop procedures, forms, and tools for post-earthquake reconnaissance. The current procedure for data collection is based on the sending of groups to identify the dimensions of the evidence and its consequences by the executive and responsible institutions. Studying and reviewing the reports that have been produced by this method shows that there is not any systematic mechanism for collecting data on a wide scale and from all aspects of the evidence. The limited data collected by the executive and responsible institutions are scattered in the reports and are less documented in the database. Therefore, it is necessary to collect big data on the severity and consequences of evidence to be used for optimal response to the crisis, effectively informing citizens and decision-makers, and recalibration of probabilistic models of risk assessment and resilience. This research is the first step in this way. In this research, the earthquake reconnaissance process is designed in two parts pre- and post-earthquake. In the pre-earthquake section, team formation and training procedures, research and development procedures for data collection forms and tools, and team task descriptions are designed. The part of post-earthquake includes three parts pre, during, and post-fieldwork. In the pre-field work, preparation procedures for entering the field, activating the field office, assigning the affected area to the groups, and describing the duties of the teams are designed. During the fieldwork, team support procedures, data collection, initial quality control, preparation of a documentary film, and pictures from the process of conducting reconnaissance operations, stopping reconnaissance operations in the field, and describing the tasks of the teams are designed. In the post-field work, the procedures for preparing a comprehensive report on the process of the reconnaissance operation and its achievements, the final quality control of the raw data collected from the field, and the description of the teams' duties are designed. In the following, a questionnaire to collect information from buildings is designed. The questionnaire includes three parts of building information, damage information, and initial and final quality control of questionnaire information. The building information section includes locational, dimensional, occupancy, and configuration information. The damage information includes structural and non-structural damages, depending on the type of structure, different questions are designed to determine the damage level. In the final part of the questionnaire, questions are designed to validate the data. Then, the new hardware and software tools for collecting data from the community level are reviewed to draw the path of future research to use these technologies. These tools include collecting and processing the content of social networks, aerial photography by drones, physical sensors and processing the resulting signals, crowdsourcing and obtaining information from popular reporting systems, and online data collection software from the field. In the end, as a case study, more than 800 buildings of Tehran municipality are subjected to rapid visual screening based on a part of the proposed reconnaissance operation process, building questionnaire, and data collection software. Experiences and lessons learned from the case study are used to improve and modify realistic and field-based procedures, forms, and data collection tools
