The purpose of this research is to first provide an algorithm to reduce the scale of large-scale microwave soil moisture images and then develop an algorithm based on it to manage the release of dams downstream of which are agricultural lands and wetlands. Considering that providing irrigation needs is the purpose of building dams and agriculture is the main consumer of water in dams, optimizing the related releases has a significant effect on reducing water consumption and the possibility of releasing more water for water needs. It has a downstream environment, also agricultural water management has a direct impact on the production of agricultural products and preservation of natural resources. In this study, using remote sensing technology and monitoring the humidity of agricultural lands downstream of dams, an algorithm is designed to optimize and manage the release of dams, taking into account the need for irrigation. Since large-scale images of soil moisture have a time advantage (time frequency of imaging is lower than small-scale images) in imaging the earth's surface, in this research, combining microwave and optical images as well as machine learning algorithms in order to reduce the scale These images have been used to estimate soil moisture levels and check their temporal changes. As it was shown, the current release of the dam, which starts on May 1st, is not needed, and the release should be done according to the humidity of the downstream lands and according to the shown algorithm. As mentioned, the release for the years 2018 to 2021 should be done between 15 to 18 of May, 21 to 24, 20 to 23 and finally for 2021 from 13 to 16 of May. each of which has saved 2.02, 1.01, 1.06, and finally 0.51 million cubic meters in water consumption of the dam reservoir. Finally, according to the land use of the lands downstream of the dam and the irrigated parts, the annual water requirement of the lands downstream of the dam was also obtained and this amount was obtained with the irrigation amounts obtained by the surface balance equation for One water year was compared and the irrigation efficiency was obtained
