  8. Future mobile networks are expected to not only bring more wireless connectivity and higher data rates, but also to support several high-quality services including low-latency, ultra-reliable, and energy-efficient communications. To support these needs, intelligent reflecting surfaces (IRSs) have recently attracted a lot of attention due to their potential for reconfiguring the wireless channel and are considered as a promising solution for future mobile generations. On the other hand, the exponential growth of network traffic, and its non-uniform distribution result in network congestion during peak-traffic times and network underutilization during off-peak times. Caching or content placement in the distributed memories across the base stations and end users is a fundamental and efficient approach for reducing the traffic and backhaul cost during peak hours. Moreover, it plays a potential role in physical layer interference elimination. As a result, cache-aided wireless communication systems in the presence of IRSs are investigated in this research. In particular, we study these systems from an information-theoretic perspective characterizing the achievable degrees of freedom (DoF) in the presence of an active IRS. For this setting, we jointly design the content placement, delivery phase, and phase shifts of the IRS and obtain the trade-off between different parameters of the network including the size of the cache memories, the number of elements of the IRS, and the achievable DoF. Finally, numeric results are provided to highlight the performance of the proposed schemes. Numeric results demonstrate the effectiveness of deploying an IRS in ‌a cach-aided wireless communication system in terms of achievable DoF, transmission latency, and power consumption. Furthermore, they demonstrate that the maximum DoF is achievable in the case of employing a sufficient number of elements for the IRS
