Abstract:
Policy evaluation, is a crucial stage of any policy-making process. In many cases, unfortunately, this crucial stage, has been largely neglected. The marriage loan payment policy is designed and implemented to tackle the decrease in the marriage rate in Iran. However, the effectiveness of this policy has not been evaluated so far. In this research, we focus on evaluating the effect of the marriage loan payment policy on the marriage rate. Annual data at the provincial level between 2013 and 2021 is used. Dynamic panel data model and System GMM estimation method are employed to assess the effect of this policy on the marriage rate. The results show a positive and significant effect of the marriage loan payment on the standardized refined marriage rate, proving its success in achieving its main goal. Therefore, the increase in the real amount of this loan is justified, regardless of its other effects. However, it is important to note that this positive effect is short-term, and the probability of such an effect in the long-term is not very high. Hence, it can be concluded that the marriage loan is only a temporary solution to increase the marriage rate
