Today, technological changes and innovation in the energy sector have increased greatly in the major economic countries of the world.The oil industry in Iran is considered the most important and effective energy sector of the country. The development of technology in the oil industry will improve and increase the efficiency of the energy sector, and it will realize the growth and development of the national economy with growth and improvement. From the technology platform The main goal of this research is to identify and investigate the state of energy innovation-technology system in the upstream sector of the oil industry. This research proposes a novel framework for energy Technological Innovation System (TIS) based on experts’ opinions and a mathematical model for the upstream oil industries of the energy technological innovation system (a case study of the upstream technologies of Iran's oil fields) and examining the dynamic role of functions and structures. In this research, it is proposed to determine the boundary of the system based on the integrated method of expertise and mathematical modeling and the prioritization of strategic technologies using the fuzzy TOPSIS method in the new group decision-making approach in the non-deterministic environment ,that anti-corrosion technology in the material sector, hydrogen fracturing services in the service sector and drilling drills are the best strategic options in their field, which are determined as the system boundary. The development phase of the cycle depicts that in the upstream of the oil industry, which is based on the infrastructure of industrial machinery, the possibility of development based on the S-shaped curve is practically inefficient, and this diagram is more for developed countries with a mature innovation system. The required technologies are provided through imports in the oil industry, and the current players have remained stable in the development stage. Afterward, in order to prioritize the strategies, a Complex Proportional Assessment (COPRAS) method, is developed under Interval Type-2 Fuzzy Set (IT2FS) due to increasing the accuracy According to the results, three TIS functions including networking and diffusion, resources mobilization, and creation legitimacy are weak functions. Executive strategies to improve functions, respectively; 1) calling for membership of specialized agencies 2) increasing the budget in research contracts, 3) creating innovative rules with the law of public tenders, such as the first-time manufacturing contracts
