- Given the increasing importance of renewable energy and the environmental challenges posed by fossil fuels, this study primarily focuses on optimizing the use of solar energy and determining appropriate policies to increase investment in this sector. Residential buildings are among the major energy consumers, and given the available space on their rooftops, they provide a suitable location for the use of solar technology. Even when investors have the necessary financial resources, they prefer not to invest in this sector. This indicates an investment gap that government incentives could potentially bridge. However, previous government policies have failed to attract investors to this energy source, and solar panels are rarely used in residential homes. The reason for this lies in the policy-making approaches employed, which have not accounted for the interactions and mutual impacts of different stakeholders in this chain. As a result, these policies have led to greater losses for governments. In this regard, a model has been designed and simulated based on the dynamic interactions between key players, including the government, investors, and retailers within this supply chain. This model seeks to propose solutions for improving policy-making and reducing implementation barriers with the aim of increasing solar energy adoption and enhancing its efficiency. One of the findings of this study demonstrates that governments can influence the strategies of investors and retailers by offering service contracts for solar panels. Another key outcome of this research is the clarification of possible breaches by each player and the impact of these breaches on overall system equilibrium. This information aids governments in making more effective policies that lead to more sustainable outcomes
