  8. Due to specific hydraulic characteristics, flood resulting from the failure of constructed dams have produced some of the most devastating disasters of the last two centuries. When dams fail, limited time for right decision making and evacuation, high velocity of floods, population centers located in the vicinity of dam and some important structures lead us to simulate dam breach events, resulting floods and provide emergency action plan for all constructed dams to reduce threats due to potential dam failures. In this thesis, we worked in the area of defining probable breach scenarios for Mahabad storage dam located in west Azarbaijan–Iran, breach simulation, flood routing in downstream area and developing emergency action plan. Mahabad storage dam, its reservoir and downstream areas were selected as a case study in this research. For entering geometric data, ArcGIS was used. Unsteady flow analysis and dambreak were simulated using HEC-RAS and Inundation maps were generated in HEC-GeoRAS. Based on Mahabad dam circumstances, 3 different probable breach scenarios were defined including piping, overtopping in the event of probable maximum flood and breaching because of technical problems such as land sliding in reservoir and liquefaction. In developing emergency action plan document in this thesis, notification flowcharts were generated based on available official flowcharts of organizations that are responsible for taking emergency actions in Mahabad city. Moreover, there are some guidelines for agencies to detect, evaluate and classify emergency and action required in each class of emergency. Furthermore, inundation maps for every breach scenarios are available. According to the most critical inundation map, safe areas, evacuation routes and emergency shelters were depicted.
