  7. Abstract:
  8. Climate change and energy security are key drivers for future energy policy. While energy security has been a pillar of energy policy for about a century, concern about climate change is more recent and is bound to radically change the landscape of energy policy. Policy makers are now under increasing pressure to address these twin challenges: to develop cost-effective policies that will both ensure the security of our energy system and reduce greenhouse gas emissions.
Main Effort in this Project is to construct an integrated model of Iran’s energy system to serve as a policy analysis tool, by which policymakers are able to identify the future effects of a wide range of policies in energy sector. For this objective, by the aid of Long-run Energy Alternatives Planning (LEAP), the techno-economic implications of 3 mitigation scenarios (demand side management, open gas powerplants to combined cycle and finally nuclear and renewable energy development) are assessed in time horizon 2011-2041.Cost-benefit analysises are fulfilled by 4 energy security indicators reflecting main dimensions of energy security. The results show that CO2 emission of Iran’s energy sector which was 533 million tonnes in 2010, reach 941 million tonnes in 2041 in the business as usal scenario while in the other 3 scenarios emission are 780, 914 and 860 million tonnes.
By analyzing energy security indicators, it is perceived that policies based on combined measures of energy conservation and diversification of power sector can have the most synergy with energy security. However the priority to curb final energy consumption ought to be the highest of all because other scenarios alone, can never have dramatic improvements in energy security
