Pollution Cost assessment of Energy Systems; Case Study: Guilan Province

  8. The energy section has a significant share in the emission of environmental pollutants. Based on the recent investigations about 80 percent of greenhouse gases are emitted into the environment from this sector. This present research has focused on estimating costs of pollution control, using the energy system model. In order to have a better understanding of the relationship between energy and environment, the reference energy system for Guilan Province has been developed; then by having energy demand data, historical capacity data for each technologies and potential of energy resources as well as, the development of provincial energy system has been studied. After the model verification and validation, by assuming the continuation of the current trends, the amount of energy supply and capacity of each technologies, were determined in the planning period. With the development of energy balance sheet in the base case scenario, the energy model was developed for a review of the pollution control strategies. Then by employing fiscal policies such as imposing taxes on emission of pollutants and evaluating changes in amount of emissions as well as changes in costs and variations in the mix of energy technologies, the cost of pollution control was estimated. Thus, in two taxes regime of 9 $/tco2 and 57 $/tco2, the cost of pollution control was minimized to 322 $/tco2 and 372 $/tco2 respectively. These results were obtained due to the maximum utilization of the potential of renewable energy in the first case and using carbon capture and storage technologies in the second case
