  7. Abstract:
  8. The citizens’ dissatisfaction with the decreased life and residential care quality is increasing as a result of the rapid growth and development of cities. To find an effective solution to reduce and control these harmful effects is one of the main concerns of urban managers and planners in most countries. In this research, various ecological and sustainability criteria were selected through library-based studies and relative recognition of the region. The Maps were mostly provided through satellite imagery and some by using synoptic data collected from the official aerology website of the country, Iran. Through surveying the experts, different criteria were evaluated and based on the incompatibility index, the best ones were selected and by using the Analytic Hierarchy Process method, the weight of criteria and prioritization were obtained. Also, with the help of experts three hypotheses, multiplicity, value, and cost were defined for inconsistency indices and the questionnaire was sent to individuals who have been referred to sustainability issues. By qualitative analysis of the maps, it is given that Tehran has a different geographic location in its north and south, east and west. It can also be concluded that the more vegetation and the presence of military spaces in the southwest of Tehran, the more stability of temperature and evapotranspiration in these areas are. Based on the incompatibility of indicators, it is cleared that the hypothesis about the high cost to move towards sustainability is false and the multiplicity and different valuations of the criteria are correct. The analysis of the weight of criteria obtained in the third part of this research indicates that Tehranians are focused more on the current problems of the city such as, high population density, water and air pollution; therefore, regardless of the importance of education and security, they have gotten the least weight among the other criteria
