  8. In recent years, due to the economical concerns in the structural design, many researches are devoted to introduce new frameworks for optimization of the construction cost as well as maintenance and rehabilitation costs in the life time. The bridges are the most crucial components of the transportation networks and their appropriate performances assures the flow in the transportation network. Hence, the reliability and response of such infrastructures especially in the emergency conditions and the state of servicibality after the hazards like earthquake play a key role in the social life. So far the design procedure of such infrastructures are only limited to the serviceability conditions as well as their performance in earthquake. However, to take into account all aspects of this issue, it is essential to devise a guideline for decision-making managers to consider total life cycle costs including the initial construction cost, the cost of maintenance and retrofit, and the direct and indirect losses due to probable earthquakes in the life cycle of the structure. In the present work, a new design methodology based on the total value of the bridge named as Value Based Design of bridge using potential advantages of the Endurance Time method is introduced. In this regard the concept of value is directly imposed in the design procedure to obtain an economical design with minimum total life cycle cost. In the process of seismic analysis, in order to decrease the computational cost and make the design procedure practical, ET method which is a time history based approach is employed. For this purpose, a cost model including various types of cost components is defined. This cost components associated with each damage state are related to seismic responses of the bridge
