Iran-India Energy Relations: Designing a Framework for Cooperation between the Two Countries to Maximize Iran's Gas Export to India

Iran has the second largest natural gas resources in the world and these rich resources provide Iran with good potential for exporting natural gas but so far this potential has not been used well. In contrast, India is a major importer of these energy carriers due to high energy consumption and low level of energy production, especially oil and natural gas production, and continues to increase its imports so that its natural gas imports in 2018 equals 30 billion cubic meters, the IEA expects to reach 85 billion cubic meters by 2040. So the two countries can complement each other in the field of natural gas, such as crude oil and have close relations.In this study, using AHP, Iran's gas export routes to India are prioritized. Two paths of Iran-India (deep water) and Iran-Pakistan-India are studied in this study using economic and political criteria. Its political criteria are divided into four sub-criteria: sanctions, American opposition, foreign company participation, and the political relations of the stakeholder countries.The result of this study is that despite the boycott and use of the latest price formula suggested in the Iran-India negotiations, the Iran-Pakistan-India route is the top priority. Sanctions must be lifted to make Iran-India a top priority for Iranian gas exports to India, and natural gas prices should be at least 0.21$/m3
