Identifying Factors Affecting the Attraction and Retention of Innovative Foreign Entrepreneurs and Startup Founders through Startup Visa Immigration Policy

  8. Establishing mechanisms to attract and retain skilled human resources is on the agenda of many governments worldwide. Iran has recently been looking to take advantage of the capacity of foreign experts and entrepreneurs. Still, the lack of study support and the lack of adequate infrastructure to implement such a plan, its successful implementation has faced challenges. This study's primary purpose is to investigate and identify the logic governing startup visas as a mechanism for attracting innovative foreign entrepreneurs. Also, identifying the factors affecting the attraction and retention of innovative startups and entrepreneurs and determine the factors that create attractiveness for innovative foreign entrepreneurs using a qualitative case study method. For this purpose and to answer the objectives and research questions, 15 interviews with innovative foreign entrepreneurs have been conducted. Six of these entrepreneurs are foreign nationals inside Iran, and 9 of them are Iranians engaging in entrepreneurial activities abroad. In this research, to identify the factors affecting the attraction and retention of innovative foreign entrepreneurs and the factors that create attractiveness for foreign entrepreneurs, the qualitative research method and the qualitative analysis method of theme analysis have been used. The results of 15 interviews with foreign entrepreneurs show five main themes that effectively attract and retain innovative foreign entrepreneurs and factors that attract foreign entrepreneurs. Finally, at the end of the research, the necessary suggestions for foreign entrepreneurs' purposeful attraction are mentioned based on the research findings. "Immigration policies and the reception of immigrants in the destination country", "Business environment", "Talent and knowledge environment", "Quality of life" and finally "Limits and double risks for immigrant entrepreneurship" are the five main topics of this research. In general, the factors affecting the attraction and retention of foreign entrepreneurs are not much different from those involving indigenous people's entrepreneurship. Still, it is noteworthy that many entrepreneurs migrate to other countries in search of these factors and do their business there. The results show that the factors that affect the choice of a particular destination by immigrant entrepreneurs in our country are not available for entrepreneurial activities for immigrants and indigenous people. The migration of Iranian entrepreneurs to start their business in another country confirms this point. Therefore, in the first stage, it is necessary to create favourable conditions for entrepreneurial activities in the country and then to seek to use the capacities of foreign experts and entrepreneurs in the country and remove the obstacles in front of them for entrepreneurial activities
