Assessing the Impact of Road Transport Fleet Modernization on the Behavior of Goods Transport Vehicles

  8. This research examines the impact of road transport fleet renewal on the transportation behavior of vehicles in Iran. The study identifies different effects of fleet renewal in different years. The method of fixed effects estimation is used to analyze the dataset of Iran's domestic bills of lading between 1394 and 1400, which contains information on over 200 million bills of lading issued for shipments of more than 490 thousand road transport vehicles. The findings indicate that vehicles with a lifetime of less than one year (≤1) move about 1.4 fewer cargoes per month on average compared to those with a lifetime of more than 35 years (≥35). Per trip, they carry 1.9 tons less, travel 100 km less, transport more than 1400 ton-kilometers less, and use seven percent less of their load carrying capacity. The pattern of changes in the transportation behavior of vehicles with ages under one year in this period shows that they have increased their transportation performance compared to their counterpart in 1394 on average in all years, except for the years 1395, 1396, and 1399; while the mentioned three years have been associated with a decline in the performance of vehicles of this age group. The findings of this research are significant from a policy-making perspective for two reasons. First, the replaced vehicles have a lower transport function than their older counterparts, while from the point of view of energy efficiency, it is preferable that the transport function of new vehicles would be higher than worn ones. Second, the transportation function of the modernized fleet is increasing during the evaluated period, and identifying the causes of such a phenomenon can give the policymaker a more detailed look at the factors of the fleet's performance
