An Integrated GIS and Multi-criteria Decision-making Approach for Site Selection of Offshore Wind Farms (Case Study: The Persian Gulf and the Sea of Oman)

  8. The use of clean energy sources has become increasingly popular around the world in recent years. One of the most important of these sources is wind energy. Due to the high wind potential in offshore areas than on land, this study uses the integration of multi-criteria decision-making methods and GIS to identify the best areas for developing offshore wind farms in the Persian Gulf and the Sea of Oman. Criteria applied in this study are divided into two categories: restrictive criteria, such as recommended transportation routes and anchored restricted areas, and technical criteria, such as wind speed and water depth. After removing the inappropriate areas using restrictive criteria, the remaining areas are evaluated by technical criteria. The hierarchical analysis method was used to determine the relative weight of the criteria, and the fuzzy gamma operator was used to integrate the layers. The potential assessment was performed in two stages. In the first scenario of each stage, the total weight of the criteria is considered equal. In the second scenario, the actual weight of the criteria is applied. In the first stage, the whole study area has been evaluated, and the results indicate that in the Persian Gulf, the southern, western, and northwestern regions, and in the Oman Sea, the northern parts have the greatest potential compared to other places. In the second stage, after modifying the technical criteria, such as distance from the shore and distance from the ports, the exclusive economic zone of Iran was evaluated. The results showed the suitability of the northwestern parts of the Persian Gulf for developing offshore wind farms, and 5027 energy harvesting systems of 4.2 MW fixed base type can be installed. Finally, the identified areas were prioritized using the TOPSIS method
