- Several countries in the Middle East – North Africa (MENA) region have been always faced drought in their histories, so they implementing many strategies to manage vital water resources for many years. Because of the volume of water available for food production has not been sufficient to meet increasing demands, it has became a critical issue today, to optimize the consumption of water. One of the best policies is to use financial tools to adjust the water usage.In this research we have studied the effects of two scenarios on the volume of water consumption. The firs scenario is to increase the water price, and we have studied the consumers’ reactions. The second scenario is to lend the farmers, which would result in increasing in water usage and also in farmers’ incomes.We have utilized the linear programming which was seeking the maximum farmer’s income to obtain the consumption function for a case study of 20 Hectares farm. The region of study was the upstream of “Zarrineh-Rood Dam” which irrigates 55000 Hectares of arable land in North-West of Iran.Modeling results reported that the water usage will decrease 50% with 8 times increase in the water price and it would decrease the farmers’ interest by 30%. Lending of 50% of initial farmer’s budget will increase the water usage up to 100%.At the end, with some assumption, by paying 75% of the farmers interest (each farmer expects 40% interest),by spending 30% of initial budget of farmers, we can persuade them to abolish farm corps and save the water for the environmental affairs.
