  8. This thesis presents the comparative evaluation of high speed railway productivity in different countries and recommends a domestic strategy for Iran. The main goal of the research is the comparative evaluation of the productivity and efficiency in the high-speed railway systems of different countries, using multi objective decision-making process and data envelopment analysis. Finally, the result of analysis shows that, Japan, China, France and Spain have consequently obtained the best efficiency of high speed railway.
    After that, Japan high speed railway system is evaluating and analyzing of productivity in its life cycle. The last part of the research establishes an approach to find the relationship between the speed parameter and life cycle costs of high speed railway (HSR) system. The main sources of financial cost in HSR are identified inducing the factors on which the costs depend on train speed. Each of the cost components found to have a different relationship with the train's average speed: Some costs are independent of speed, other costs rise with increasing speed and the other costs fall with increasing speed. The high speed railway in European railway network is considered as the case study to determine the costs and calculate the relationships of speed parameters on cost components including infrastructure costs, maintenance, train possession, operational costs, personnel costs, energy and marginal costs. The study is resulted in an optimum speed of 250 Kmh based on which the overall prices are minimized
