- Today, public-private-partnership (PPP) contracts are attracting attention of both public and private sectors. In these contracts public sector benefits from private sector’s money to overcome its budget limitations. It speeds up pace of the country’s development and brings value to the society. Plus, private sector gets new job during the construction phase and enjoys the benefit of its investment during the operation phase.
In Iran, PPP contracts have been used during last years. Many infrastructure projects in transportation, power, and lately in water sectors have been constructed using PPP delivery method. Despite many successful experiences in the past, there are still problems in the delivery of this kind of projects. In fact, because of the contractual complexity and the long duration of the life cycle of these projects, many PPP projects have failed to reach their cost and time objectives. Evaluating uncertainty and risk involved during different phases of PPP projects can help to enhance implementation of these projects in the country.
In this thesis, after a comprehensive review of different research efforts conducted on PPP projects and their related risks, PPP risks in Iran are explored and categorized. Then, structure and related regulations to PPP contracts in Iran are reviewed; embedded responses to the possible risks within prevalent forms of PPP contracts are analyzed and evaluated; and recommendations are made for improving the responses by considering both public and private sector’s responses to the possible risks.
