  8. With the growth of the urban population and the increase in private car ownership, negative implications of transportation, such as traffic congestion and environmental pollution has increased. A good solution to this problem is development of traffic infrastructures. However, it is not sufficient by itself and better management strategies for solving these problems are needed. One of the related approaches, is high occupancy toll lane. The main purpose of this study is modeling user’s mode choice behavior in the presence of high occupancy toll lane and pricing some highway lanes in Tehran. Another important purpose of this study is to find affective factors that have an influence on users mode choice behavior in the presence of this facility. The data is obtained by survey in the Tehran's vehicle inspection centers. In this survey, 3 alternatives were given to single occupancy vehicles and then they were asked to choose their preferred travel mode. The mentioned alternatives are: 1. Single occupancy vehicle in HOT Lane, 2. High occupancy vehicle in HOT Lane, and 3. Single occupancy vehicle in other lanes. After questioning from about 1,000 drivers, it was found that about 70 percent are single occupancy vehicles. According to the data taken from the survey, two multinomial Logit model for start and back trips were considered. From the modeling results, it can be concluded that variables such as travel time, toll, age and gender are effective on travel mode choice. For instance, increase in travel time, results in increased potential for travel modes that help to reduce this travel time. Also, as the toll increases, tendency for using this kind of payment decreases as well. According to the results, toll has the most elasticity among variables that were effective on the passenger’s travel mode choice, so that it can be used as a controlling tool for the traffic of high occupancy lane
