  8. Project is defined as all activities with a definite beginning (start) and end (finish) aiming to achieve a defined target through defined resources. Literature reviews in the field of project management have shown the importance of project management capabilities for evaluation and optimization. There are many factors in project management which can lonely disrupt the timing and progress of the project. One of the most important factors that in effective and unfortunately has been less measured due to its intangible characteristic in the project is known to be the "human factor". This factor is involved from the first day a project starts and will continue till the end of the project. However, in analyzing the project costs and benefits, this factor is less considered and only some limited aspects of its aspects are evaluated (salaries and benefits). In this thesis, "human capital" as an important and effective factor has been considered to examine the human capital factor influence in project management. The thesis has applied the Value engineering concept which considers the relationship between cost reduction and optimal use of opportunities. Value engineering has been focused in recent literature for terms of goods and services which are provided during the life of the project. The thesis has investigated the neglected area of manpower (human) effects on all of the project and especially in value engineering of a project. Focusing on a novel value engineering approach and proposing a relationship framework among Human capital management and Value engineering in project management as well as other parameters for the project time, cost and other known concepts, an evaluation of the proposed idea, referred to as "human capital management" in the project considering the value engineering is achieved. This results in a model for discovering the benefits, and profits of "human capital capable" application in the project is elaborated. A brief case study for declaring the capabilities of the proposed relationship among human capital management and value engineering is described
