- Abstract:
- The rate of cesarean section delivery in Iran is high and during the past 14 years, leading up to 2014, kept rising. In this regard, decreasing cesarean section rate was targeted through the healthcare reform plan, which was offered by Ministry of Health and Medical Education. This plan kicked off on May4, 2014. One of the most important proceedings of this plan was making natural childbirth to be free in all hospitals, which are under the auspices of the medical universities. According to healthcare utilization models, lower prices of healthcare services, more health centers and more accessibility to them, increase the probability of using health care services. Current study evaluated the effectiveness of making natural childbirth to be free on household decision in choosing delivery method. In this research, 3,715,457 deliveries, recorded by Iran Ministry of Health and Medical Education along with some characteristics of mother and neonatal were considered. Anderson healthcare utilization model is chosen as conceptual framework and the linear probability model is chosen as the main model in estimations. The results of the estimations reject the null hypothesis of no influence of making natural childbirth to be free on household decision in choosing the type of delivery, and the reform plan was effective on reducing cesarean section rate.
