  8. Airports are critical connectors in the air transportation operational system. In order to meet their operational, economic and social obligations in a very volatile environment, airports need to embrace change rather than resist it. Long-term airport planning has become a complex issue due to the constant growth in air traffic demand. In this context, the thesis puts forward an innovative approach to planning and decision making for various component of airport.in this has been used fuzzy logic decision making method to develop airport in all respect in order to plan balanced growth. Top airports are successful experience in airport expansion planning which can be pattern for other airports so in this thesis, fuzzy system has been trained by successful airport. Fuzzy logic systems can convert human expert experience to mathematical models so one the major innovation of thesis is development of mathematical model for airport expansion. The fuzzy systems are multi input single output system and as has mentioned, the airports are complex systems which have various component. So it was needed to develop fuzzy systems to multi input multi output system. Parallel and series systems can solve this problem and create multi layer fuzzy system in order to create multi output systems. The outputs of multi layer fuzzy system have been compared with the successful airport for verification. As one of results of this thesis we can claim that the airport evaluation and planning has been facilitated through of this method
