Puzzle of Jobless Growth and Growthless Employment: Evidences from Iranian Labor Market

  8. From 1384 to 1395, the labor market in Iran has experienced a mysterious behavior in total number of employment, which we call it puzzle of jobless growth and growthless employment. By studying only the net changes in total number of employment, some important information neglected in explaining this phenomenon. To this end, it is common in labor economics to use dynamic labor market indicators such as job flows and labor flows. In this research, we first calculate labor flows from 1384 to 1395 and job flows from 1382 to 1392 by economic sector, firm size, job classification, occupational insurance coverage, gender and job type. Then the following question will be answered: Is the difference between the growth of total number of employment in the period from 1384 to 1390 and 1390 to 1395 the result of increased hire or reduced separation? The results show that hire and separation rates were close to each other in the years 1385 to 1390, but after 1391, the separation rate was lower than the hire rate. It can be concluded that the growth in the total number of employment from 1391 to 1395, as a result of a reduction in the separation of labor, rather than recruiting new workers. Since 2012, the workforce has become more stable in its current economic status. In other words, after 1391, more unemployed people remained unemployed, more non-active people still remained inactive, fewer people left work, and overall, relocations to other positions have declined
