- Cloud manufacturing is a new paradigm has been in focus for a great deal of research interest in recent years. One of the most important problems in cloud manufacturing is service composition. There is a major problem with service composition issues. Cloud manufacturing is interpreted as a platform in which everything as a service. If the objective function is defined in this platform with the preference of an element, it means that the cloud is private. Most previous studies have been based on private clouds. The problem defined in this study is the first model that has disrupted this rule thoroughly and is the first attempt emphasizing on a realization of public clouds, in which preferences of all stakeholders in the cloud manufacturing system have to be taken into consideration. In this research, a bi-level model has been developed and optimization process will be done from the perspective of manufacturer company in the first level of model and in the second level a game is defined among procurement service providers. In this game, every service provider intends to make trade-off among its revenues and costs. Manufacturer company wants to minimize own overall costs. for doing this all package of operations can be done in the company environment or can assign to one or a combination of first or second level service providers based on the process and shared logistic cost. In the second level based on game theory, a game designed among the second level service providers. In this game, each service provider wants to maximize its profit in one specified period. Results show that the model will be able to enable the trade-off mechanism efficiently
