In summary, this thesis presents a new mathematical model for Home Health Care (HHC) services during the Corona era, which aims to increase the efficiency and quality of services provided by these organizations while ensuring compliance with quarantine protocols. The model is an extension of the VRPPDTW formulation and considers relevant features such as patient classification, caregiver classification, work and break regulations, workload balancing, and multi-depot capabilities. The optimization can be performed with two separate objective functions, one to minimize traveling and idle costs and the other to minimize the total working time of caregivers. The contradictions between two objective functions and constraints were considered and some managerial insights were proposed to decision makers. Then, the proposed model was considered under uncertainty and the number of demands and the service time were considered under uncertain circumstances and Covid-19 outbreak. The K-means clustering methods was used to reduce the number of scenarios. Sensitivity analysis was carried out on the number of clusters. The model was tested with different sized instances, and it was found that while balancing the workload among caregivers may slightly increase the objective function, it ultimately increases the efficiency and satisfaction of caregivers and prevents the creation of costly labor shortages during the critical situation of a corona outbreak
