  8. One of the main concerns of industrial companies’ managers is providing an efficient logistics system. To achieve an efficient logistics system, the fleet planning problem is studied by many researchers in recent years. This problem consists of multiple sub-problems at three levels: operational, tactical, and strategic. These sub-problems are closely related to each other and need to be studied and addressed in an integrated manner. In this research, an attempt is made to provide an integrated framework to solve the vehicle routing problem (operational), outsourcing problem (tactical), and fleet composition problem (strategic). These problems have various uncertainties, including customer demands. To consider these uncertainties, the proposed framework in this research is based on an simulation-optimization algorithm. To solve the fleet composition problem, a genetic algorithm is developed that determines the optimal owned fleet during a simulation period within a limited budget. The fitness function of this genetic algorithm is a fleet allocation simulation model. This simulation model works by solving a vehicle routing problem with heterogeneous fleet and simultaneous pickup and delivery on a daily basis. The fleet used in this problem is heterogeneous both in type and the ownership of vehicles. The VRP addresses the reverse logistics issue, which means distributing products and returning wastes simultaneously. Finally, the relationship between total transportation cost and allocated budget for fleet development is examined under different business development scenarios using sensitivity analysis on the budget in the developed genetic algorithm.
