  8. Following the rise of the regulatory state and the proliferation of regulatory agencies around the world, Iran is also experiencing such an evolving landscape in the machinery of public sector towards a specific form of regulatory state. The establishment of the National Competition Council in the late 1380s is definitely one of the most prominent points of this evolutionary path; An institution that is the best example of an Independent Regulatory Agency (IRA) in Iran. In general, independence is considered one of the most fundamental institutional features of regulatory agencies, which brings many benefits, but due to the non-election and non-democratic nature of independent regulatory agencies, independence must be accompanied by accountability. In this research, an attempt will be made to clarify the relationship between independence and accountability in the regulatory authority by using the Principal-Agent theory and then by focusing on the National Competition Council and by studying documents and laws as well as semi-structured interviews, the status of this institution in interaction with the state should be evaluated from the perspective of independence and accountability. The results of this research indicate that despite the delegation of broad powers by the state to the National Competition Council and the appropriate legal status of this institution, in practice, this institution has many weaknesses and has not been able to realize its independence on paper in the field of practice
