- Supervision is considered one of the fundamental pillars in the construction of building projects within the country's engineering system. Enhancing the supervision process for construction projects can significantly improve the quality of buildings nationwide. However, in many cases, the supervision process has not effectively fulfilled its assigned responsibilities and has encountered numerous challenges. This study aims to identify and prioritize the challenges present in the operational processes of supervisors within the engineering system. The primary objective of this research is to identify and analyze these challenges and propose solutions to enhance supervisors' performance and improve the quality of construction projects The research process began with reviewing the literature and identifying challenges related to the building supervision process. In the next stage, the extensive list of identified challenges was reviewed and refined through interviews with experts and professionals in the construction sector. Subsequently, a comprehensive questionnaire was developed and distributed, in-person and online, among the target population, including supervising engineers, employers, and contractors. The validity and reliability of the collected data were assessed using statistical tools, and the results were analyzed. This analysis used descriptive and inferential statistics to prioritize challenges and determine the relationships between variables. Finally, the research findings were summarized, and recommendations were provided to manage the more significant challenges better and improve the execution of supervision contracts within the building engineering system. Through an analysis of the key identified challenges, several recommendations were proposed to improve the supervision process for engineers. These include developing financial adjustment mechanisms to address the impact of economic fluctuations on engineers’ remuneration, revising job structures by defining realistic capacities and ensuring continuous on-site presence, and drafting standardized safety checklists. Additionally, specialized training programs for enhancing safety oversight, adopting modern supervisory tools, and providing professional certifications were emphasized. Revising and drafting clear and balanced contractual clauses and offering legal training to enhance engineers' knowledge were also highlighted. Moreover, utilizing insurance to cover accidents and mitigate financial risks was proposed as a critical measure to improve job security and reduce financial uncertainties for supervising engineers. This study comprehensively identifies and classifies the challenges faced by supervising engineers within the Engineering and Building Control System for the first time. The proposed solutions in this research serve as a practical reference, assisting stakeholders—including employers, supervisors, and project executors—in refining work methodologies and enhancing supervisory processes
