Investigating the Feasibility of Technology Transfer from Military Industries to Other Sectors Based on Technological Capabilities: A Comparative Study of the Missile and Automotive Industries

  8. This study investigates the possibility of knowledge transfer from military industries, with a focus on the missile industry, to other sectors in the country, particularly the automotive industry, from the perspective of technological capabilities. The objective of this research is to conduct a comparative analysis of the technological capabilities of these two industries and to evaluate the potential and challenges associated with the process of knowledge and technology transfer. The research methodology involves qualitative analysis through interviews with experts and the review of relevant documents and records. The conceptual framework has been developed based on existing models of technological capabilities. The findings reveal that Iran's missile industry demonstrates high levels of capability in design, production, and innovation, whereas the automotive industry exhibits relative weakness and lag in many subcomponents related to production and product design. The results indicate that knowledge transfer, based on technological capabilities, can enhance the automotive industry's competencies, provided that technological infrastructure is strengthened, intermediary institutions are established, and tacit knowledge in military industries is documented, while adhering to information security requirements. Policy recommendations include the establishment of technology transfer centers, the definition of joint projects, the strengthening of research and development, and the provision of government incentives. This research represents a step toward synergy between military and non-military industries in the country, contributing to the increased efficiency of indigenous technologies
