  8. Given the importance and the need to strengthen the agricultural sector within the national development strategy, it is necessary to meet the different needs of the agricultural sector in different areas. Since the activities and diversify the agricultural sector, the industry must be tailored to geographic locations.Unlike the studies so far, we in this research in order to achieve a proper and efficient planning, effective dimensions of the chain as an integrated review and a network of supply chain, production and distribution of agricultural products, livestock and processing industries have designed, so that we can have a comprehensive plan for each of the sectors of agriculture, livestock and processing according to the conditions of each region.The proposed model is studied in three stages. In the first phase, it has been planned in such a way that receiving raw materials for the manufacturing sector from the outside is prevented. Then the second stage, regardless of the limitations of the previous model has been presented. In the final stage, and as a possible model of the uncertain situation with regard to restrictions on the import of raw materials and regardless of this restriction is modeled. According to the proposed multi-objective model, to solve these types of methods Ɛ-constraint is used. In this method, because of the importance of the employment goal, the goal and the purpose of constituting a profit as the main purpose of the network is taken as a limitation on the model. In conditions of uncertainty scenario techniques has been used to solve the model and try to optimize our expectation that the objective functions for a sustainable answer to the model likely to be achieved. Finally, to evaluate the performance of the proposed model, a case study was conducted at four cities of Khorasan Razavi and models have been resolved and analyzed in diverse forms and situations
