  8. Due to rising demand of Natural gas in the global market and expected natural gas production soar in Iran which holds largest natural gas reserved in the world, addressing the optimal allocation of natural gas resources considering the role of Iran in global trade is of utmost importance to researchers as well as policy makers . The aim of this research is to develop a decision making tool which optimally allocate the natural gas resources. To develop this tool, qualitative and quantitative models of Multi-Criteria decision making considering energy security, economic and environment criteria are coupled to find the bests alternative options of natural gas exploration and the economic criteria is based on a concept of netback during years of 2017-2037. The results show that, in the based scenario, the more increase in weight of economic indicators, the more increase in the share of industry and power sector. Also, by decreasing the weight of economic indicator, export and injection are optimal options. Moreover, with aid of optimization model, the optimal allocation of each sector during years of 2017-2037 in each year (4 months of cold weather) are presented. It is worth mentioning that as far as consumption management is concerned, before full developing of production, to continue import from Turkmenistan- 40 billion cubic meter per annum- would be essential. Result of presented work, provide a decision making tool could be applied in different disciplines. Modifying exogenous parameters of optimization model – gas price, economic growth rate, changes in natural gas demand function- the optimum decision would be found. Additionally, based on presented framework, policy makers are able to model as well as to forecast the future of system on different scenarios and eventually they are able to analyze in the moment and to decide at the moment
