Good Governance Structure for Securing the Supply of Oil Products at Iran's Transportation Sector

  8. The oil refining industry, as the first oil supply chain, is of great importance. By examining the issue of the Iranian Oil Refining Industry, using the game theory, one can find an accurate analysis of the barriers to the development of this industry. For this purpose, the main factors affecting the oil refining industry, the government and the refinery's owner, are modeled and their benefits are considered. By examining the relationship between these actors and their actions, the following strategies are proposed to improve the administration and regulate the Iranian oil refining industry:
    1- Refining feed prices, according to the quality of crude oil (sulfur content and API grade)
    2- Granting import permits to refineries to supply feed
    3- The supply of crude oil on the stock exchange by the government to the refineries, taking into account the discount on the base price
    4- Authorization to export refined products (main and special) by the government
    5- In non-sanctioned conditions: Purchase of the main refineries products by the government at export prices
    6- In sanctioned conditions: Purchase of the main refineries products by the government at a price above export prices
    7- Facilitating the attraction of foreign capital through the government's sovereignty guarantee for projects to improve the quality of refineries, subject to the sale of manufactured products to the state
    8- The use of special taxes on petroleum products, with a discount or derogation approach for the production of light products, rather than a general income tax, to encourage refineries to produce high value added products
    9- Improving the economics of energy efficiency projects through the energy pricing system in line with the pattern of refinery consumption (Determining the energy value based on especefic energy consumption, for each complexity factor)
    10- Increasing the economic attractiveness of energy optimization projects, through tools such as food discounts, discounts or tax breaks and adjusting environmental requirements, are subject to optimization projects
    11- Combining the general tax on refineries with the requirements of energy efficiency and environmental efficiency
