A Study of Weather Change Impacts on Construction Projects in Iran

- Several factors can cause an effect on the overall efficiency of construction projects, especially because most of these projects are being hold outdoors. Recognizing these factors can help the project to increase its efficiency and also help the managers and the schedule planners to set their aims more accurately. One of the most important factor which affects the project efficiency is the climate change and weather. The aim of this project is to help the planner and the main subject of this project is providing a guideline for the planners and managers of construction projects about the effects of weather and climate change on the schedule and the estimation of the budget of the project and as the result enhancing the overall efficiency of the projects. An extensive literature review was, first, conducted to identify different weather effective parameters and recognize different weather conditions and specifications in Iran. The research, then, was continued based on field survey with the target statistical population of grade one contractors, consultants, and employers working in road construction projects in Iran. A questionnaire with 36 questions was designed in The form of five-level Likert scale. To determine total number of samples required in the survey, a pilot study was conducted which indicated minimum number of 180 samples required for the study. Total 400 questionnaires were, then, distributed and 208 of them were returned. The Results achieved were used for quantifying impacts of different weather condition parameters on the road construction project performance. Among different weather condition parameters investigated in this research, hot temperature above 50 degree centigrade with the score of 4.66 (out of 5), cold temperature below -10 degree centigrade with the score of 4.40 (out of 5), and storm with the score of 4.33 (out of 5) showed the highest negative impacts on the workers performance in road construction projects. The results then were used to quantify weather condition impacts of five major cities in five different climate zones, including Tehran, Isfahan, Tabriz, Zahedan and Rasht, considering weather change conditions in different seasons. Among different cities investigated in this research workers performance in road construction projects done in Tehran, with the total score of 48.5, was most affected by the weather condition change over the year. This research is done in order to present a guideline for project managers and planners related to applying effect of weather factors on schedule and budget estimation, and then increasing the road construction projects efficiency
