Assessing and Comparing Risk indices in BOT and DBB Delivery Methods in Freeway and Highway Construction Projects

- The present survey study aims at investigating and comparing risk indices in highway and freeway projects implemented through Build-Operate-Transfer (BOT) and Design-Bid-Build (DBB) delivery methods. In this regard, two distinct questionnaires were developed (one for BOT and one for DBB delivery method) and interviews were conducted, too. The questionnaires were, then, sent to the target population, i.e. all the experts and agents involved in highway and freeway construction projects implemented through either BOT or DBB method. The collected data were then submitted to Statistical Package for Social Sciences (SPSS), version 22.00, to be analyzed. The results showed that risks had generally higher impact on time and lower impact on quality. Moreover, the risks of employer and construction and completion had the highest probability of occurrence and impact on project objectives in DBB and BOT delivery methods, respectively. The results obtained from comparing the shared risks revealed that competitive pressure in bids, ambiguity of contracts, and contractors’ poor management are more likely to occur in DBB delivery method. The number of risks which brought about overrun costs and delay was more in DBB. Competitive pressure and offering low prices highly impacted the quality in DBB projects. Instability in exchange rate considerably impacted the project quality in both methods. It is hoped that what discussed in the present study could act as a model for better understanding the advantages and disadvantages of each delivery method and facilitate choosing delivery methods in big infrastructure projects. The model presented here can be used by both public and private sectors in applying risk management process to implementing freeway and highway projects constructed through DBB and BOT delivery methods
