  8. The aim of this research is presentation of A framework to select the appropriate combination of retrofit and insurance in order to reduce earthquake losses. The vulnerability of buildings to earthquakes can lead to significant damage to owners and residents of these buildings. It is imperative that appropriate measures be taken to reduce these adverse effects before the risk occurs. Some of these measures, such as seismic retrofit of buildings, can reduce the vulnerability of buildings and, consequently, financial and human losses. Some other measures like insurance, in the event of an earthquake, can reduce the financial losses incurred by owners and residents of vulnerable buildings. Regarding the above-mentioned functions, it seems that simultaneous use of retrofit and building insurance against accidents can be considered as an appropriate option for reducing earthquake losses. An examination of previous studies has shown that the simultaneous use of strategies such as insurance and retrofit has not been sufficiently considered, While providing a model that helps owners in analyzing and choosing between different options for insurance and retrofit, it can reduce earthquake losses to owners, and in general, the community. In this research, this probabilistic framework is presented for achieving this goal. The framework proposed in this research, taking into account factors such as building vulnerability, seismic retrofit strategies, various insurance options, risk aversion and seismic probabilities in the region, by performing multivariate analyzes under uncertainty conditions, Identifies the best action among available options including seismic retrofit , Building insurance against earthquakes or a combination of the two. Using this framework can reduce the damage to the community. Reducing damages will increase the operational capability of the community after the accident and the faster start of social and economic activities. This leads to increased resilience
