Explanation of Policy Process for the Legislative Bill to Establish Free Trade, Industrial and Special Economic Zones in 2018 in Iran

  8. Understanding and interpreting the process that policy goes through from the agenda-setting stage to the implementation and evaluation stages have many difficulties and complexities. One way to facilitate the understanding of this process is to use theories that explain the policy process. The purpose of this research is to explain the process that has passed through the legislative bill of eight free trade zones and one hundred and three special economic zones in Iran in 2018. To reach this goal using two theories of Multiple Streams Analysis (MSA) and the Advocacy Coalition Framework (ACF).Due to the nature and aims of this research, the qualitative approach and case study method have been used to conduct it. The method of data collection was mainly directed through in-depth personal interviews, the study of official documents, minutes, and other relevant sources. Data analysis has also been done by thematic analysis method. According to the theoretical framework chosen in the research, the process in this policy has been explained and interpreted in two stages.The first section deals with how the government set an agenda and formulated this policy, which has been interpreted by means of MSA theory. This section will show how the problem stream, the policy stream, and the political stream were intertwined in the formulation of the proposed government bill. Also, the role played by policy entrepreneur and other stakeholders involved in this policy. The second section explains the process that the bill has gone through after the cabinet approved it until finally approved by the parliament. Meanwhile, several changes have been made to the government bill. ACF theory is used to explain this section. This study shows that changes in this policy, as well as its final approval in parliament, can be explained through the rise of coalitions around this issue and the competition between them.This research claims that MSA and ACF theories, despite some limitations, have excellent applications in explaining the policy process of establishing eight free trade zones and 103 special economic zones. This research has merely explained the process involved in this policy. Therefore, rooting and presenting a solution to improve this process will require more extensive research to be done
