- The growth of road freight transport in recent years, in addition to positive effects, has also left negative externalities. Part of the negative effects such as environmental pollution and damage to infrastructure is exacerbated by the lack of capable transport companies and the low productivity of transportation systems. The government intervenes through regulatory scenarios such as restrictions and tolls to reduce the negative effects on the road transport market. But which scenario is more effective in improving the productivity of the current transportation structure and what will be the consequences? This paper introduces an agent-based micro-simulation to model domestic trucking companies’ response to different regulatory reforms. The main motive is to determine how overall productivity changes while new policies and regulations are adopted. The shippers, freight companies, and truck drivers are the key decision-makers in our simulation that interact on a GIS map. The agents have different choices, including transport carrier choice, shipping price, truck allocation to shipment, and empty backhauls. The simulated system is validated in terms of the accuracy of the input information, conceptual model, computational model, and simulation output of the current situation. Finally, four regulatory scenarios are selected and implemented in the model. Comparison of the simulation results of the scenarios by 15 performance indicators shows that authorizing the companies to issue E-bill of lading regardless of the branch requirements along with the elimination of the mandatory announcement halls has fewer negative consequences than other examined scenarios. In addition, it has positive consequences such as a 25% increase in the market share of the top shipping companies and a 2.6% increase in the capacity productivity of the fleet
