Investigating the Process of Launching and Expanding the Virtual Platform of Public Education in Iran In Response to Educational Crisis Caused by the Outbreak of Covid-19 Virus Based on the Kingdon's Multiple Streams Theory

The research is performed to study the process of policy making and policy implementation of initiating student education network (Shaad) as as the first official platform of virtual education in Iran. We want to compare this process with “Kingdon’s multiple stream model”; because shaad initiated shortly after the closure of school’s caused by the outbreak of Covid-19 virus, while in recent years there have been several failed attempts to launch formal e-learning plans. Data were gathered trough semi-structured interviews of experts with shaad founders (11 people), reviewing some of the related documents and news, and unstructured observation by researcher. The findings were coded using thematic analysis method and then compared with the main components of Kingdon’s theory. Finally, some suggestions were made for developing Kingdon's theory, as well as recommendations for educational policymakers. The results of the study indicate that the closure of schools due to the spread of coronavirus was the main factor in launching virtual education and if the disease did not spread, formal virtual education would not be formed in Iran. Despite the compatibility of the components of Kingdon's theory with the Shaad initiation process, it seems that somethings like: "the length of time the window is open", "the consequences of rapid policy adoption", "policy-making in faulty structures -such as structures that the observer and implementer are the same- And "technology policy making exigencies and implications" were not foreseen in Kingdon's theory; But they are predictable. Research on the educational crisis in the framework of Kingdon's theory, as well as research related to Iran's educational policies in connection with this theory has been unprecedented. Also, research related to educational policy in Iran has not been conducted to study national policy with a target of 15 million people - especially through interviewing policymakers or observing the policy process
