Institutional Evaluation of Iran's Communications Regulator; Using Institutional Theory

With the increase in the number of regulatory agencies and the proliferation of the idea of regulatory state since the second half of the 20th century, regulators have become one of the important pillars of governance systems. In Iran, the communication market can be considered one of the leading markets in having a modern regulatory body. This thesis deals with the evaluation and analysis of the situation of Iran's communications regulator. In the descriptive layer, relying on regulatory governance literature, we examine Iran's communications regulator from the perspective of institutional indicators of independence, accountability, and tools. We argue that the characteristics of regulators as an organization are influenced by the institutional environment surrounding it. As a result, in the explanation layer, relying on the institutional theory, we examine the causes of the state of the mentioned institutional indicators and the limiting effects of the regulatory environment. In this layer, we take advantage of institutional isomorphism and decoupling mechanisms. Based on 32 semi-structured interviews and a review of regulatory documents and laws, we found that the mechanisms of institutional isomorphism in the form of coercive, normative and mimetic pressures work to a great extent in Iran's communications regulator. In addition, due to the conflicting pressures on the regulator or the conflict between the environmental pressures and the internal efficiency of the organization, in some cases, the regulator separates the actual performance from its external structure to maintain legitimacy. Our data show that first coercive isomorphism and then normative isomorphism had the greatest impact on the status of institutional indicators, and very few signs of mimetic isomorphism are found in our data. The most important indicator that has been affected by the decopiling of structure from action is the independence of the regulator. Also, we found that the most instances of separation are in contradictions between coercive and normative pressures, which often lead to the predominance of coercive pressures
