  7. Abstract:
  8. Assessing the importance of components within urban road networks for implementing managerial actions such as control policies, periodic maintenance, and safety enhancements is crucial. Identifying critical intersections plays a vital role in achieving this goal, a topic that has received relatively less attention in the literature. By critical intersections, we refer to intersections whose failure significantly reduces the structural and functional efficiency of the urban road network. The methods proposed for assessing the importance of intersections can be categorized into two main groups. The first group consists of methods based on network science and graph theory, which primarily conduct their evaluation based on the network’s structure. The second group comprises conventional transportation engineering methods that focus mostly on traffic parameters without considering the structure and configuration of the network. This study aims to provide a data-driven framework that considers the network structure and traffic parameters simultaneously. The methodology used in this research includes constructing an analytical graph that employs basic traffic features and their combinations obtained by using various multi-criteria decision-making weighting methods. The framework utilizes different centrality measures and diverse combinations of multi-criteria decision-making weighting and ranking methods to assess the importance of intersections. Ultimately, the study analyzes urban traffic networks’ resilience, considering both structural and operational aspects. A case study on the urban road network of Philadelphia, United States, is conducted to showcase the performance and efficiency of the proposed framework. The results indicate that multi-criteria decision-making methods effectively identify high-importance intersections, often outperforming most centrality measures. Furthermore, intersections with higher values of Strength and PageRank centrality are identified as the most critical intersections in the urban road network. Additionally, it can be observed that traffic congestion parameters do not necessarily identify critical intersections in the network with higher accuracy. Finally, based on the extracted pattern of critical intersections, it can be inferred that, in the case study of Philadelphia’s urban network, intersections located in peripheral areas of the central district demonstrate a higher level of importance. Compared to previous studies, the comprehensive implementation of these methods and the selection of the best option at each step of the process help the proposed framework achieve more reliable results, aiding policymakers and decision-makers in developing strategies and policies for urban transportation networks
