  8. In the aftermath of earthquakes, hospitals serve the critical role of treating casualties and reducing mortalities and severe injuries. A hospital must be resilient to play its role correctly after the earthquake. A resilient hospital is able to maintain its functionality at an acceptable level and provide service to the injured. In order to enhance the resilience of a hospital, an appropriate framework is needed to evaluate the hospital resilience and determines the impact of modification actions. This framework should characterize the serviceability of a hospital in terms of an appropriate metric. In this framework, the behavior of a given hospital building in the event of an earthquake as well as the demand for the medical services should be modeled. There are several sources of uncertainty in post-earthquake condition, thus the framework must consider them. The framework models the hospital capacity by considering the hospital damages and recovery process. Hospital damages contain damages to the key components of a hospital, i.e., the building, staff, medicine inventory, technical systems, and medical equipment. The recovery of a hospital capacity is a complex and dynamic process because each hospital component requires specific types and amount of resources in order to recover. Furthermore, the recovery of each hospital component not only affects its performance but also plays a role in the overall recovery of a hospital. The impacts of component damages and resource shortages on the quality of services that are provided by the hospital are considered. It also considers the flow of patients to the hospital. The flow of the patients is determined by the building response to the earthquake, and speed of the patient transferring. The response of the buildings to the earthquake evaluates the earthquake casualties in four levels in the hospital surrounding area. The speed of the patient transferring determines the travel time of the patients to the hospital. It then quantifies the resilience of a hospital. The model can assist hospital administrators to assess the impacts of various preparedness policies to enhance the resilience of their system
